Administrative Services Director, Jill Hale, is a 27-year veteran of Sonoma County. Jill originally started as an accountant in the Sonoma County Transportation and Public Works Department in March of 1982. She quickly moved up the administrative ranks and ultimately was responsible for the total Department budget for a number of years. She then transferred to the Sonoma County Administrator's Office as an Administrative Analyst and remained there for four years, gaining tremendous insight into the County budget process as well as the functions of the entire County. Jill joined the Sonoma County Sheriff's Office in January of 2000 and is currently responsible for the Fiscal Bureau which includes the following units: Budget, Purchasing, Payroll, Accounting and Policy/Procedures. Since Jill's tenure with the Sheriff's Department, she has reorganized the fiscal area, centralized a majority of the fiscal functions, and is continually looking at ways to improve the Department's administrative and fiscal processes.

 

Jill possesses a Bachelor of Arts Degree in Accounting from San Francisco State University and has attended numerous leadership, financial and administrative training courses throughout her career.



The Fiscal Bureau consists of a wide range of administrative functions which support all the Department's various operations. The Bureau's ultimate responsibility is to provide the fiscal oversight for the entire Department. As such, it serves as the direct liaison to the County Administrator's Office. The Bureau is headed by an Administrative Services Director and contains 20.5 permanent positions. The bureau consists of 5 separate units: Budget, Purchasing, Payroll, Accounting and Policy and Procedure.

 

The Budget unit consists of an Administrative Services Officer I (ASO I) and five Department Analysts and is critical to the success of the Department's overall operations. The Unit prepares, coordinates and monitors the Department's $100 million budget as well as being responsible for Board agenda items, contract and grant development and management in addition to all Department fees. In addition to the responsibilities above, the ASO I position is instrumental in foreseeing and resolving a wide range of fiscal issues.

 

The Purchasing, Payroll and Accounting Units are overseen by an Administrative Services Officer II (ASO II) position who also provides critical fiscal projections throughout the year, performs all budgetary monetary transfers and is a key advisor for various fiscal issues. The ASO II also oversees an Account Clerk position that serves as a roving support services clerk that rotates throughout the Department based on unit need. The Purchasing Unit consists of an Administrative Aide, two Account Clerk positions and a Mail Clerk position. The unit is responsible for handling all purchases ordered and received throughout the Department, tracks accounts payable and resolves any issues, assists with budget preparation, issues uniforms and equipment to Department personnel, and performs the Department-wide mail delivery.

 

The Payroll unit consists of a Payroll Clerk and two Account Clerk IIIs. The Unit is responsible for the biweekly payroll process and provides expertise and assistance on human resources and employee benefit information to over 700 Department employees.

 

The Accounting Unit consists of an Accountant II, 2.5 Account Clerk positions and is responsible for all the financial reporting for grants, special programs and contracts to meet County, State and Federal requirements, and performs indirect and overhead rate calculations, billings for a wide range of Department services, monetary reconciliations, audits, travel arrangements and other accounting tasks that affect both the Law Enforcement and Detention Divisions.

 

The Policy and Procedure Unit consists of a Services Support Manager and is responsible for the coordination and monitoring of the Department-wide Policies and Procedures. Additionally the position assists with Detention budgets as well as numerous fiscal procedures and issues.
